What does CHLI do?

CHLI serves as a one-stop shop for innovative humanitarian learning solutions and services to individuals and institutions working in humanitarian contexts including local government units (LGUs), national government agencies, micro, small and medium enterprises (MSMEs) and cooperatives, civil society organizations (CSOs), academic institutions, humanitarian learning providers, among others.

How was CHLI founded?

The Humanitarian Leadership Academy (HLA), an international humanitarian capacity-building and social enterprise institution based in the United Kingdom, launched its Philippines Academy Center (PAC) in late 2015. PAC was the first of 10 academy centers that were to be established in different countries. By the middle of 2018, however, HLA decided to change its global operating model by shifting to an affiliation model instead of maintaining its academy centers. The Caucus of Development NGO Networks (CODE-NGO) was then chosen to become its sole affiliate in the Philippines.

After HLA and CODE-NGO entered into an affiliation agreement in November 2018, the latter created the Center for Humanitarian Learning and Innovation (CHLI) to become HLA’s affiliate center in the Philippines. CHLI was launched in December 2018 with the former PAC’s Center Director and the Head of Learning Solutions becoming part of its core staffing. CHLI’s main mandate is to take on the work of the former Philippines Academy Center and to continue to promote HLA’s services and other initiatives within and outside the country.
